By the sounds of it, someone may have just dispatched an animal that was suffering. In this day in age though, I think even if I dispatched a suffering animal I would keep my mouth shut as they are always looking to "hold someone accountable, and/or make an example out of them". I highly doubt if someone came forward and said "yes, I put the animal down because it was suffering" that they would leave it be (even if it was the truth). Back in the day you could probably call up the warden, explain why you dispatched the animal, and he would thank you....Now they'd show up at your house with handcuffs.
